Toyota Cars has been the main beneficiary of Kagame’s government’s policies in an area dominated by the opposition and the middle class, such as agriculture, in Uganda. But its development in the former Soviet Union has been slow and uneven. “The Toyota brand is about social good, democracy and international development,” says Takashi Shidao, president of the Ministry of Industry, which oversees Toyota Cars. “And yet these social movements are mostly made up of the lower middle class in these areas,” because they don’t have sufficient political support, he says. Toyota’s growth in the United States has helped drive anti-Kagame campaigns in other countries. The government now sees itself as a supporter of the former president.
